Well, correction, after you save Arl Eamon’s life and take him to Denerim to call the landsmeet, then talk to him in the study. There are a few things you have to do in order to open it up still. I’m sure you have figured it out by now but it really bothered me too.

Ever wonder why you cant get to The Aliengae on your city map…you have to go to the Landsmeet first. Look for this sextent when you go to aid the elven ppl that are disapearing in The Aliengae.
