i have had the same problem it is definitely the pearl that is the problem it seems that many have had this problem but through my searching i have not found a solution

Are you certain it’s the Pearl Kylon is referring to or the Gnawed Noble Tavern? There is a quest to clear the riff-raff from there as well.

I’m having the same problem–I got them to leave peacefully, left and met Kylon on the streets, and now back at the marketplace he keeps telling me to knock them unconscious but not kill them. I went back to the Pearl but the mercenaries are still gone. I’m glad I’m not the only one confused about this!

I manage to ask them to leave and yup… on the way back i was attacked…. but when i arrived at the market district, Kylon still ask me not to attack them and stuff… so how do i inform him? is there another mission i need to do first before talking to him?

Ok, nevermind about my previous question. I was able to have the meeting with Kylon after leaving the Market district. I guess it doesn’t like you going to camp after the Pearl.

I have seen a couple of people with the same problem that I’m having with this quest, but haven’t found a solution for it yet.

After leaving the Pearl to head back to the Market, Kylon didn’t greet me and I wasn’t attacked by anyone. After that, Kylon is missing from the Denerim Market.

Any suggestions (without reloading to a previous save)?
