Hes in one of the back alleys, if you make Unbound your active quest the map will show an indicator which one he’s in.
This will require you to fight a revenant type mob, hes quite tough and dies quite slowly as he has so many -attack power auras on, so maybe bring mages/range dps.
He is in the “Dirty Back Alley” in the very SE corner
