Talk to Owain in the center of the second floor. You will need to optain a permission from a senior mage prior to receiving the Rod of Fire.

You have two choices:

1. Speak to Leorah. She will sign your papers if you help her with a little problem she has: Infested Storerooms.

Once you make her sign your permission you can collect the Rod from Owain.

2. You Irwing what the couple is planning. He will ask you to bring him the proof of Lilly’s involvement.

Either way you will receive the Rod of Fire from Owain when you bring him the papers. After teaming up with Jowan and Lilly you will have to go two levels down – to the basement.

Go through the basement until you reach a hall with a statue. Ask Jowan to help you shifting the bookshelf. Now you can use the rod on a small statue of an animal and destroy the wall. Go through the hole, and walk up the stairs in the large chamber to reach Jowan’s Phylactery.

You may leave the basement now. This is the end of the Prologue, you have joined the Grey Wardens.

    You can also talk the senile mage in the Library into signing your permission form.

    You can get Senior Enchanter Sweeney to provide you with a signature with minor ability in persuade, as his eyes are failing and he’s pretty nutty. His kooky response is worth the trouble. Don’t bother with the other Senior Enchanter. He won’t sign it until you present him with a book report. Which you don’t have time to write.

    I’m surprised you didn’t go into detail about the loot you can get while on that quest. I remember a decent starting staff + 2 spell +2 will which you can keep if you pass a bluff/lie check to the head enchanter.

    Blackened Heartwood Staff
    (Tier 1)

    +2 spellpower

    In addition to either helping the couple or reporting on them and helping them, you can also report on them, help them, and then confess to them right after he breaks the phylactery. I have to wonder if these choice aren’t reflected down the road somewhere in the game…
