Head to the Frostback Mountain Pass and speak to the Orzammar Guard at the gate. You may have to fight some messengers, then enter Orzammar.

First task: Seek out Steward Bandelor.

Then Anvil of the Void.

Once you finish those quests the king will be chosen (or you wil choose a king) and the king will promise to send his troops.
